There are enclosed copies of two letters from Mr. Alfred Richter regarding his representation of certain American
commercial interests in China.
The Department has been furnished with evidence of
the fact that Mr. Richter is a naturaliaed American citizen, he having obtained his final papers in the year 1901. Should occasion srise for the protection of the interests of Mr. Richter's principal you will extend such assistance as may properly be given.
